The 2025 annual conference on studying, practicing and elucidating Xi Jinping’s economic thought was held in Beijing on Tuesday. The conference, hosted by the National Development and Reform Commission (NDRC), aims to diligently study and implement Xi Jinping’s economic thought and promote high-quality economic development in the year marking the conclusion of the 14th Five-Year Plan (2021-25) and the formulation of the 15th Five-Year Plan (2026-30).

Zheng Shanjie, head of the NDRC, delivered a speech at the conference. He noted that since last year, General Secretary Xi Jinping has accurately grasped the general trend and put forward a series of new ideas, viewpoints and conclusions in accelerating the construction of a new development pattern, developing new quality productive forces, further comprehensively deepening reforms, coordinating urban and rural regional development, promoting a comprehensive green transformation, and leveraging the strategic guidance role of national development planning. A package of incremental policies has also been decisively deployed and implemented, enriching and developing Xi Jinping’s economic thought, Zheng said.

Zheng also called for thoroughly studying and understanding the latest achievements of Xi Jinping's economic thought, unswervingly implementing the strategy of expanding domestic demand, promoting the deep integration of scientific and technological innovation with industrial innovation, continuing to deepen reforms in key areas and high-level opening-up, comprehensively promoting the implementation of major regional urban and rural strategies, promoting green and low-carbon development through comprehensive transformation and dual carbon emission control, and doing a good job in formulating the 15th Five-Year Plan.

Li Xuesong, vice president of the Chinese Academy of Social Sciences, said in his speech at the conference that high-quality development is a key, original, and defining concept in Xi Jinping’s economic thought. Promoting high-quality development requires efforts from the supply side as well as other aspects such as demand, input-output, distribution, and macroeconomic circulation, according to Li. 

The annual conference also features four thematic seminars, focusing on four topics:  the theory of Xi Jinping’s economic thought, promoting coordinated regional development and enhancing regional development vitality, advancing Chinese modernization and world modernization through high-quality Belt and Road cooperation, and deepening exchanges on experiences in the field of economic development to promote common development and prosperity of all countries.
